The Securities and Exchange Commission (Commission) announced that on October 26, 2009 the Honorable Judge George W. Lindberg of the United States District Court for the Northern District of Illinois granted its motion and entered summary judgment against defendant Rick J. Boros (Boros), aka Vincent Kwiatkowski, finding that Boros violated the registration and anti-fraud provisions of the federal securities laws.
